ADMISSION RATES (tax included)

$5 per person, $18/4 Day Pass, Kids- $3 (ages 5-10, preschool free),

$10/4 Day Pass--(No charge for Grandstand) 4-H/FFA Exhibitors free with

pass (must present pass every day/no pass reissued).

CAMPING

$15 per night. No camping except in designated camping areas. Pre-registration, Pre-payment of campers, and purchase of two wristbands (used for gate admission) will be required. 17 years and younger must have parent or guardian sign camping slip and state number to be staying in camping spot.

CURFEW

Approved by Adair County Fair Board; enforced by Adair Co. Sheriff and Reserves. The Sheriff shall have charge of the grounds under the control of the President, Directors and Reserves during the exhibition and it shall be their duty to reserve order throughout. No personal vehicles shall enter the fairgrounds from 12:00 midnight to 5:30 a.m. , except in case of emergency. All vehicles on the fairgrounds shall remain parked during these same hours. No one will be allowed in or near the livestock barns and corrals from 12:00 midnight to 5:30 a.m. Those persons staying overnight must be in the designated camping area and display the appropriate permit. The week of the Adair County Fair, alcoholic beverages are only allowed in the pit area and camp sites.

BYLAWS OF ADAIR COUNTY FAIR ASSOCIATION

1.This Corporation shall hold an annual fair at its fairgrounds at Greenfield , Iowa .

2.The regular annual meeting of this Corporation shall be held in Adair County , Iowa , on the 2nd Wednesday of November of each year.

3.Any member of the Board of Directors may vote at any meeting of the Corporation duly called and reasonable notice given.

4.It shall be the duty of the President to preside at all meetings of the Board of Directors and Executive Committee; issue orders to the Treasurer, and perform such other duties as usually devolve upon the President of such a Corporation. The President shall have the power to call meetings of the Board of Directors and Executive Committee, if said officer considers that the welfare of the Corporation demands it, the President shall be required to call such meetings at the written request of three or more directors.

5.The President shall be the General Superintendent of the Fair; shall appoint department superintendents, whose duties it shall be to see to the arrangement of exhibits in their departments, appoint awarding committees for same, and have charge and supervision of their departments during the fair. The superintendents shall exercise great care in preserving entry books and returning same to the Secretary as soon as awarding committees have completed their work.

6.The President of this Corporation and in case of the President's inability, some member elected by the Executive Committee, shall represent the Corporation at the annual meeting of the Association of county fairs and exhibitions.

7.In the absence of the President, the Vice President shall perform the duties of President.

8.The Secretary shall keep a correct record of the proceedings of the meetings of the Corporation, the Board of Directors and the Executive Committee, keep the accounts of the Corporation, countersign all orders issued by the President, collect and receive all monies of the Corporation and perform such other duties as may be directed by the Board of Directors. The Secretary shall give bond in such sum and manner as required by the Board of Directors.

9.The Treasurer shall give such bond as required by the Board of Directors.

10.The Board of Directors shall have authority to transact business of and for the Corporation consistent with the Articles of Incorporation and the bylaws thereof and the laws of the State of Iowa ; and a majority of the Board present on reasonable notice given shall be a quorum to do business.

11.It shall be incumbent upon the Board of Directors to settle and close up all the business of the year for which they were elected by the 2nd Wednesday of November of the following year, at which time their successors in office shall assume their duties.

12.The Board of Directors of the Corporation shall be elected by ballot in the annual meeting. The elected directors shall then serve for one (1) year and until their successors are elected and qualified. The Board shall be composed of one (1) person from each of the fol lowing townships in Adair County , Iowa : Eureka , Grand River , Grove, Harrison , Jackson , Jefferson , Lee, Lincoln , Orient , Prussia , Richland , Summerset, Summit , Union , Walnut, Washington and six (6) elected At Large from Adair County , Iowa . The President, Vice President and Treasurer shall be elected from the Board of Directors following each annual meeting and these officers shall constitute the Executive Committee of the Corporation. The Secretary shall be an exofficio member of the Executive Committee.

13.There shall be a nominating Committee appointed by the Executive Committee and this Committee shall meet prior to the annual meeting of the Corporation and present a slate of nominees for the purpose of the annual election. Vacancies may be filled by the Board of Directors at any regular or special meeting.

14.The premium list and rules of exhibition shall be determined and published by the Board of Directors prior to June 15th in each year.

15.The Executive Committee shall have the power to transact any necessary business arising that may occur in the offices of the Corporation during the intervals of the meetings of the Board of Directors but their action shall be subject to the approval of the Board.

16.All the premiums not called for by January 1st after the annual fair shall be forfeited to the Corporation. We do hereby certify that the above and foregoing bylaws of the Adair County Fair Association were duly adopted by the Board of Directors on the 12th day of October, 1978, at the annual meeting of the Corporation.

CONCESSIONS

1.The Adair County Fair Association will carefully guard against extortion in any form practiced on the patrons of the fair. A violation of this rule to cause the forfeiture of contract, money paid and expulsion from the grounds as the Fair ssociation may direct.

2.The Association authorizes the letting of only such privileges as are required to supply the necessary wants of the people or that may add to their comfort, convenience and pleasure, but under no circumstances will privileges of a questionable nature be let or in any man ner tolerated upon the grounds or in the buildings, nor will any privilege be sold or permitted where the business is conducted in other than legitimate and tradelike manner.

3.Concessions must be substantial in structure and neat in appearance. They must be supplied with wholesome food, pure, honest goods and sold at reasonable prices.

4.All concessions shall have posted, in a conspicuous manner, at the front or entrance of place of business, a sign showing the price to be charged for meals, lunches, drinks or other articles for food offered for sale. They shall also keep displayed in plain view of the public their concession contract number.

5.The Association shall reserve the right to accept or reject any application for concession stand set-up on the grounds. It also will be the privilege (right) of the Association to charge any set-up fee as deemed appropriate. The Association may request proof of liability insurance and the necessary state inspection and permits.

The following are rules set forth by the Food Division of the Iowa Department of Agriculture and shall be followed in food concessions at fairs and carnivals.

1.Concessions serving food or beverages, which are not located in permanent buildings and not connected with water and sewage or proper dish washing facilities, would be required to use single service paper with exception of silverware. Also that all silverware, utensils, such as pots and pans must be thoroughly sanitized with hot water and an approved chemical solution.

2.All bulk beverage containers shall have tight fitting covers and spigot installed for the dispensing of beverage.

3.Food must be at all times adequately protected from insects, dirt and contamination from any source. Meat, fish and fowl shall be kept hot (on grill, stove or steam table) or cold (under proper refrigeration).

4.All employees shall comply with State Health requirements, female employees are to wear Hair Net and male employees are to wear Caps, eliminating the possibility of hair getting into food or beverages.

IOWA YOUTH CODE OF ETHICS

Youth are expected to be sincere, honest and act in sportsmanlike ways at all times. Youth represent the entire program and their behavior reflects on their parents, leaders, club, and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and do. Any youth who breaks the code of ethics or allows another person (adult or peer) to talk them into violating the code of ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions.

Youth agree to follow these guidelines:

1) I will do my own work, appropriate for my age and physical and mental development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me.

2) All exhibits will be a true representation of my work. Any attempt to take credit for other’s work, alter the conformation of animals, or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited.

3) I will treat all people and animals with respect. I will provide appropriate care for animals.

4) I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition.

5) All food animals that may be harvested immediately following the show shall be safe for consumers, and shall have met all withdrawal times for all medication, and be free of violative drug residue.

6) If any animal requires medical treatment while at the fair or exhibition, only a licensed veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used.

7) My animal’s appearance or performance shall not be altered by any means, including medications, external applications and surgical procedures. Any animal that is found to have changed its appearance or its performance shall be disqualified from the show, and have penalties assessed against the exhibitor, parent and/or guardian by the management of the fair or exhibition.

8) I will follow all ownership and possession rules and, if requested, will provide the necessary documentation.

9) I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the premium book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition.

10) By my entering an animal in this fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise.

11) I am responsible for my exhibit and I will not allow others to violate this code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this code of ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition.

12) I want my exhibit to be an example of how to accept what life has to offer both, good and not so good, and how to live with and learn from the outcome.

13) I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use.

I agree to conduct myself in an honest, ethical, and upstanding manner and I understand that disciplinary actions will result if these rules are violated. I understand that I am expected to represent the program in a positive manner. I have read, understand and agree to follow this code of ethics, and any other rules of competition of the fair or exhibition as printed in its premium book.

GENERAL RULES FOR EXHIBITORS

1.The Association desires to encourage all worthy exhibits, we will furnish space for all desirable exhibits and use all diligence to insure the safety of all exhibits after their arrival and arrangement.

2.Exhibitors must see to the delivery of their exhibits, their arrangement upon the grounds and give personal attention to their property during the fair.

3.Entries must be the property of the exhibitor at least 30 days prior to the opening of the fair.

4.The President, of the Association, shall be the head of all departments, superintendents and exhibitors.

5.Each superintendent is expected to: be on the grounds each day of the fair; attend to the reception and arrangement of articles or animals in their division; have charge of same during fair; exercise great care in preserving and returning entry books to the Secretary.

6.Exhibitors will show their exhibits at such time and place as may be directed and shall furnish such information concerning their exhibit as may be required by the superintendent. In case of refusal to obey this rule, any or all premiums will be forfeited and exhibitor barred from showing.

7. Exhibitors who do not leave their exhibit on display for the entire time, specified by the entry and release times within their division or department, and/or who do not clean their stalls will forfeit all recognition including ribbons, trophies, opportunity to represent the county at the Iowa State Fair, and premium money.

8.The Association will pay cash premiums as enumerated in this premium list and reserve the right to prorate the premiums in case receipts shall not be sufficient to pay both expenses and premiums.

9.Blue is first premium, red is second; white is third.

10.When there are exhibits entered not deserving a premium the judge shall make no award and so report.

11.Should special premiums be offered, exhibitors must state at entry time which special premium they desire to compete for.

12.Each judge will be careful to put ribbons denoting first, second and third premiums and make sure the ribbons and their reports agree. When judging is completed the judge shall hand their report to the superintendent of the department and assist in making a correct copy so there will be no mistakes as to the meaning and intention of the judge. Premium checks will be drawn only according to this correct copy.

13.In case of protest, notice must be given to the superintendent of the department during the day of judging of the article or animal protested. A written protest giving the reasons for protest; verified by affidavit and $10 deposit with the names of witnesses, must be filed with the Secretary on the same day such notice is given.

14.“Cervidae” (species name for whitetail deer, blacktail deer, mule deer, red deer , and elk) are not allowed to be displayed or exhibited on the fairgrounds.

15.The Adair County Fair Association will not be held responsible in case of accidents, breakage, theft, fire, etc. on any exhibit entered at the Adair County Fair.
